Inspired by the committee formed by the ministry of oil back in 2012, dire need for Libya for international companies and public sector investment in energy, and the regional shift in participation, contribution and ownership model in Algeria & Nigeria which could be a model Libya would follow. The NOC recently announced its new strategic plan for the oil and gas sector in Libya after contracting with global management consulting firm Kearney, and the creation of the Strategic Programs Office, which will be responsible for implementing this plan and other initiatives, projects and programs, indication a major shift on the way towards involving private sector participation. Therefore, considering the wealth of experienced personnel Libya has, both in operators and service companies, which could be a seed for low to medium tier developer/operator.
